Phytosanitary
A phytosanitary certificate is a certificate relating to the phytosanitary status of plants or plant products intended for export or re-export. Phytosanitary certificates are implemented by National Plant Protection Organizations (NPPOs) and must conform to the models recommended by the International Plant Protection Convention (IPPC).
They may only be issued by a public official, technically qualified and duly authorized by the NPPO of the exporting country. They certify that consignments of plants, plant products or other regulated articles meet the phytosanitary requirements specified for importation by recipient countries, that is, they are free of quarantine pests. It can only be issued for this purpose.
Veterinary
The export of products of animal origin is subject to the laws and regulations required by the recipient countries of the products. Export control is provided by the veterinary services under the said Regional directorates.
The veterinary health control for export includes three successive stages: documentary, identity and physical control. The supervising veterinarian must take into consideration the sanitary requirements stipulated by the health regulations in force in the recipient countries of the products exported.
Origin
The certificate of origin is a standard document which, in order to satisfy customs and / or commercial or foreign requirements, identifies the goods, and in which the authority or body empowered to issue the certification certifies that the goods The certificate is a document that comes from a given country or group of countries.
The certificate of origin is documentary proof of the origin: it is attested that the goods originate from the European Community, or, on proof, from third countries. The notion of origin is the keystone of customs regulations. It expresses, in principle, the place of the last substantial transformation of the goods. Its legal definition is precise. Some confusions must be dismissed, such as the one that too often consists in associating origin and provenance. The concept of provenance is a geographical concept which expresses, by definition, only payment from its goods dispatched before their introduction in a customs territory.
Conformity
The import and export of certain fresh fruits and vegetables are subject to the fulfillment of marketing standards. The specific or general marketing standards that apply to these products are set out in the annex to Commission Implementing Regulation (EU) No 543/2011 of 7 June 2011 of 5 December 2008.
The monitoring of compliance with these standards is conducted by the Directorate General for Competition, Consumer Affairs and Fraud Control (DGCCRF). If the inspection proves satisfactory, the services of the DGCCRF issue a certificate of conformity to the marketing standards that must be submitted in support of the customs declaration.
